Job Summary:
We are seeking an experienced IT Business Analyst to support a high-visibility government modernization initiative focused on overhauling a regulatory reporting platform for environmental compliance. This major, multi-year project requires a skilled BA to bridge business and technical teams—ensuring effective requirements gathering, process optimization, backlog management, and quality assurance in an Agile environment.
Key Responsibilities:
- Requirements Analysis & Documentation
Engage with business stakeholders and Product Owners to define, refine, and document business and functional requirements through user stories with clear acceptance criteria. - Business Process Mapping & Improvement
Analyze current and future workflows, creating detailed process models that improve scalability and reduce redundancy. - Functional Analysis
Collaborate with cross-functional teams to ensure feasibility and clarity of requirements. Participate in discussions around prototypes and system design. - Backlog Prioritization & Management
Assist the Product Owner in prioritizing user stories, supporting sprint planning, and maintaining alignment with strategic goals. - Software Quality Assurance
Create and execute test plans and test scripts; document bugs, support defect resolution, and coordinate User Acceptance Testing (UAT).
Ideal Candidate:
- 5+ years of experience in IT business analysis for custom software solutions
- 5+ years of QA experience including test case development, regression testing, and defect management
- Strong understanding of Agile/Scrum methodologies
- Proficient with Azure DevOps for backlog and test management
- Demonstrated ability to produce process diagrams, specifications, and UAT artifacts
- Strong communication, documentation, and analytical skills
- Familiarity with public sector projects, regulatory environments, or environmental systems is highly desirable
- Knowledge of accessibility standards (WCAG 2.1), Power BI, or Microsoft technologies is a plus
